WhatsApp Business API cost in the UAE: the three layers you pay for

WhatsApp Business API cost has three layers: Meta's per-message fees, a monthly provider platform fee, and a one-off build. Our WhatsApp assistant build starts from AED 1,450 and typically reaches AED 6,000, excluding 5% VAT. Meta and platform fees are paid on top, and both vary, so check current rate cards.

You asked three vendors what the WhatsApp Business API costs and got three different answers: one quoted per message, one per month, and one a big project fee. They were not lying. They were each describing a different layer of the same bill.

First, which WhatsApp do you actually need?

There are two products, and mixing them up is the most common reason quotes look confusing. Our WhatsApp automation service works on the second one.

The WhatsApp Business app is the free green app you install on a phone. It has a business profile, a catalogue, labels, quick replies and a simple away message. One person or a few linked devices answer chats by hand. It is a good tool for a small shop, a home business or a one-person consultancy.

The WhatsApp Business Platform, usually called the API, is the version software connects to. There is no app to open. A provider gives you an inbox, and your systems can send and receive messages automatically. You need it when you want a bot, many agents sharing one number, reminders sent from your booking system, or order updates sent from your store.

If you are in the left column, do not pay for the API yet. Set a greeting, an away message and quick replies in the free app. Our guide to WhatsApp auto-reply for business covers what the free app can already do.

Layer 1: Meta's message fees

Meta, the company that owns WhatsApp, charges per message sent through the API. The price depends on the category of the message and the country of the person receiving it. Meta has changed its pricing model more than once in the past two years, so treat any number you read, including ours, as a snapshot.

Message categoryWhat it isHow Meta charges (check the live rate card)
MarketingOffers, new arrivals, promotions, win-back messagesCharged per message. The most expensive category
UtilityOrder confirmations, delivery updates, appointment remindersCharged per message, but usually cheaper than marketing. Some utility messages inside an open chat window are free
AuthenticationOne-time codes for loginsCharged per message, with its own rate
ServiceYour reply when a customer messages you firstFree inside the 24-hour customer service window, according to Meta's pricing documentation

What this means in practice: when a customer writes to you and you reply within 24 hours, that conversation is the cheap part. The costs appear when you start the conversation yourself, especially with promotions.

As for the UAE marketing rate, one provider page we checked in October 2026 (ChatMaxima) lists roughly AED 0.18 per marketing message. We could not confirm that figure against Meta's own rate card, and other vendor pages quote different numbers, so please do not budget from our number. Open Meta's WhatsApp Business Platform pricing page, pick the United Arab Emirates, and read the current marketing, utility and authentication rates. Also note that Meta announced changes to its rate cards effective 1 October 2026, which is another reason to look it up on the day you buy.

✓ Meta rates checked October 2026 through third-party summaries and Meta's pricing documentation. Exact UAE per-message rates were not confirmed from the official rate card, and vendors differ. Confirm the current figure with Meta before you buy.

A worked example, with a made-up rate

Say marketing messages cost AED 0.20 each (illustrative only). Sending one offer to 2,000 customers a month costs about AED 400 in Meta fees. Sending order and delivery updates to 800 customers is utility, which is cheaper. Replying to customers who write first is free inside the window. So a typical small business spends a few hundred dirhams a month on Meta fees, and the number rises mainly when you run promotions.

Layer 2: the provider platform fee

You cannot plug into Meta directly with a few clicks. You go through an approved provider, sometimes called a business solution provider. They give you the shared inbox, the template manager and the connection to your systems.

Providers usually charge a monthly subscription, often tiered by number of agents or features, and some add a small markup on top of Meta's per-message fee. Plans range from basic inboxes to full customer platforms. Because plans and markups differ and change often, we do not publish a typical figure here. Ask each provider three things:

  • What is the monthly fee for the number of agents I need?
  • Do you add a markup on Meta's message fees, or pass them through at cost?
  • If I leave, can I keep my WhatsApp number and my chat history?

That last question matters. Your business number and your customer data should stay yours. Choose a provider where you can move away without losing either.

Layer 3: the build

The build is the one-off work that turns an empty inbox into something useful. It is where a studio like ours comes in, and it is the layer where prices differ most because the scope differs most.

A basic build covers business hours, a greeting, answers to the ten questions you get every day, and a clean hand-off to a person. A bigger build adds booking reminders, order updates from your store, an AI assistant that answers from your catalogue, and a link to your ERP or spreadsheet. Our WhatsApp builds start from AED 1,450 and typically lands between AED 1,450 and AED 6,000 depending on the flows, excluding 5% VAT and excluding Meta and provider fees. Delivery is usually one to two weeks.

What you wantBuild from (AED, excl. 5% VAT)Typical time

Reminders and booking replies from your calendar2,250 to 4,0001 to 2 weeks
Order updates from your store or ERP3,000 to 6,0002 weeks
AI assistant answering from your catalogue or FAQ3,950 to 14,5002 to 4 weeks

These are our own prices, and the exact figure is fixed after a short call. For the full price book see our pricing page. Payment is 50% at the start and 50% at launch for projects under AED 20,000.

What a typical first year looks like

Add the three layers and the picture is simple. A one-off build, a monthly provider subscription, and a variable Meta bill that follows how many messages you start.

How to cut the bill without hurting service

  • Let customers start the conversation. Replies inside the 24-hour window are free, so a good reply flow costs little.
  • Send fewer, better-targeted marketing messages instead of one blast to everyone.
  • Use utility messages for things customers expect, such as order and appointment updates.
  • Start with the free app if you have fewer than about 20 chats a day. Move to the API when the inbox becomes a problem.
  • Avoid per-agent plans bigger than you need. Two agents is plenty for most small teams.

When we are not the right fit

If you answer a handful of chats a day, you do not need us or the API. The free app will serve you. If you only want a simple click-to-chat button on your site, that is a small job and you can do it yourself. We make sense when your inbox has grown past what one phone can handle, when you want reminders or order updates sent automatically, or when you want WhatsApp connected to your store or ERP. A clinic that wants appointment reminders is a good example, and we describe it in our post on WhatsApp booking reminders for clinics and salons. It is also worth reading our clinics and dental page to see how that fits a practice.

One more honest point: WhatsApp is a channel you rent. Meta can change rules and prices. Keep your customer list and order data in your own system so you are never locked in.

Before you sign with any provider, ask for a written example bill for a month with your expected volume: how many chats you start, how many customers write first, and how many agents. A good provider can do this in ten minutes.

According to Meta's pricing documentation, replies inside the 24-hour customer service window are free. Charges mostly apply when your business starts the conversation. Confirm on Meta's rate card.

Usually yes, but ask before you sign. Your number and chat data should stay yours, so choose a provider that lets you move away.

No. We build and configure your WhatsApp flows on top of a provider you choose. You hold the accounts, and we do not claim any partnership with Meta.

Yes, with the API. Order updates, reminders and customer lookups can be sent from your store, booking tool or ERP. This is a normal part of our automation work.
